The United Nations has been issuing resolutions and launching initiatives and programs since its foundation in October 1945. It was founded after the Second World War in which the world was divided into two parts led by the Soviet Union and The United States of America. Today after a long time that passed on the foundation of the United Nations we encounter new challenges and responsibilities aiming to let all the races, ethnic groups and nationalities live in peace. The demographic, social and political situations keep changing, but when these changes are combined with hardships, this makes the situation critical. The United Nations has a significant responsibility; to make the international community adopt peace processes towards the current issues and change some prevailing ideas. It is the responsibility of every member state in the United Nations .

 

During the current uprisings we find that many countries have opposing movements , but the real objectives of such movements are controversial. There are regions where the societies believe that their rights are stolen, these regions need protection from the international community. It is the responsibility of the United Nations and its member-states. The United Nations' initiative about the "Responsibility to protect" was very significant step to protect those people. The initiative aimed to stop and prevent four types of crimes; War crimes, crimes against humanity, genocide and ethnic cleansing. This initiative based on three points; First, sovereignity protect its people. Second, national governments which can not protect its people alone can ask external powers for help to protect its people. Third, when the national government failed to protect its people or being involved in crimes against its people, foreign forces will intervene to protect the people under the responsibility of the United Nations. The legitimacy of the third point is controversial between the countries under the endless debate on the role of the Security Council and the General Assembly. This happens because of the permanent member states which can veto any resolution. For this debate on the third point has been going on and there are no outcomes related to the third point and its harmony with the international law.

 

We notice that this initiative aimed to find new legislations in the international law, but the new legislations need specialized organizations. So the question that I raise here: Is there a global parliament that observes international law?. There is also a debate about being responsible to protect people from crimes which they suffer from.

In the Arab World there was a debate relating to this initiative of the United Nations, its application and the role of media and its impacts on the developments. The attitudes of member states of the United Nations varied in the developments that have been taking place in the Arab World, France suggested that the rulers who commit crimes against their people lose legitimacy. While the Brazilian attitude reassured the importance of depleting all the diplomatic efforts towards any conflict before applying the global responsibility to protect societies from crimes.
